Certificate of Origin
A Certificate of Origin is a document issued by a specific organization in the exporting country to prove that the exported goods are of origin in that country (or region).
China's certificates of origin are mainly divided into three categories - non preferential certificates of origin, preferential certificates of origin, and special certificates of origin.
1) Non preferential certificate of origin
Commonly known as General Certificate of Origin or Ordinary Certificate of Origin, the English name is Certificate of Origin, abbreviated as C/O or CO. The issuance of such certificates is usually exported to countries in the Middle East, Africa, Southeast Asia, Central and South America, and other regions.
2) Preferential Certificate of Origin
The preferential certificate of origin includes the Generalized System of Preferences (FORM A certificate) granted to China by the vast majority of developed countries, as well as bilateral or multilateral preferential trade agreements signed between China and some countries or regions (FORM B certificate, FORM E certificate, FORM F certificate, FORM P certificate, FORM N certificate, FORM X certificate, etc.). Preferential certificates of origin are generally issued by local entry-exit inspection and quarantine agencies.
(1) Generalized System of Preferences Certificate of Origin (FORM A Certificate)
The countries that can issue FORM A certificates are: Britain, France, Germany, Italy, the Netherlands, Luxembourg, Belgium, Ireland, Denmark, Greece, Spain, Portugal, Austria, Sweden, Finland, Poland, Hungary, the Czech Republic, Slovakia, Slovenia, Estonia, Latvia, Lithuania, Cyprus, Malta, Bulgaria, Romania, Switzerland, Liechtenstein, Norway, Russia, Belarus, Ukraine, Kazakhstan, Japan, Australia, New Zealand, Canada, Türkiye, a total of 39, excluding the United States.
(2) Certificate of Origin (FORM B Certificate) under the Asia Pacific Trade Agreement
The countries that can issue FORM B certificates are: China, India, Sri Lanka, Bangladesh, Laos, and South Korea (member countries of the Asia Pacific Trade Agreement).
(3) China ASEAN Free Trade Area Certificate of Origin (FORM E Certificate)
The countries that can issue FORM E certificates are: China, Laos, Vietnam, Thailand, Myanmar, Cambodia, Philippines, Brunei, Indonesia, Malaysia, and Singapore (ASEAN member countries).
(4) Certificate of Origin for China Pakistan Free Trade Area (FORM P Certificate)
Chinese products are exported to Pakistan, and Chinese exporters apply to various entry-exit inspection and quarantine agencies for the issuance of FORM P certificates. Pakistan provides preferential tariff treatment for goods under the FORM P certificate; Pakistani products are exported to China, and Pakistani exporters apply to relevant Pakistani departments for the issuance of FORM P certificates. China provides preferential tariff treatment for goods under the FORM P certificate. This is reciprocal (fundamentally different from unilateral benefits from FROM A).
The following certificates, such as FORM F, FORM N, FORM X, FORM S, etc., are also mutually beneficial preferential certificates of origin.

(6) China New Zealand Free Trade Area Certificate of Origin (FORM N Certificate)
(7) China Singapore Free Trade Area Preferential Certificate of Origin (FORM X Certificate)
(8) Certificate of Origin for the China Switzerland Free Trade Agreement (FORM S Certificate)
(9) China Peru Free Trade Area Preferential Certificate of Origin (China Peru FTA Certificate)
(10) China Costa Rica Free Trade Area Preferential Certificate of Origin (FORM L Certificate)
(11) China Korea Free Trade Agreement Certificate of Origin (FORM K Certificate)
